THE QUARANTINE ACT 2020

Temporary Restriction of Movement Order under Section 3 of the Act

The Government Gazette General Notice No.512 of 2021

1. The quarantine period has been extended until 30 Avril 2021
2. Temporary Restrictions of Movement Order from 25 March 2021 at 8 p.m until 31 March 2021 at 8 p.m. During this period no person shall remain outdoor.
3. Red Zone areas have been designated and no person shall neither travel outside that area nor enter that area.
4. A list of exempted persons to whom this Temporary Restriction of Movement doesn’t apply is provided as follows:

a) Persons requiring or accompanying a family member for medical treatment
b) Persons who are authorised to be outdoor strictly on allocated days to do authorised activities
c) Employees of the Disciplined Forces on official duty
d) Members of the National Assembly attending the National Assembly
e) Judge or Magistrate or an officer of Judicial Department to attend Court
f) Law Practitioners to attend a police station, place of detention or Court
g) Medical Practitioner to attend place of work
h) Pharmacist attending his pharmacy
i) Person who has to avail his pet of veterinary treatment
j) Person summoned to attend Court and
k) A person who has a Work Access Permit issued by the Commissioner of Police

5. Breach of this order amounts to an offence liable to a fine not exceeding Rs500,000/- and to imprisonment not exceeding 5 years.

 

COVID 19 (Closing Down of Premises and Restriction of Activities) Regulations 2021 under Section 13 of the Act

1. PREMISES TO REMAIN CLOSED

Private schools, Amusement center, Aquarium for public viewing, Bookmaker (other than on-line), Bar, Beauty Saloon, Casino and Gaming house, Theatre. Nightclub, Cinema Hall, Multi-purpose hall including wedding hall, Gym and fitness center, Social and village halls, Leisure park and Place of worship

2. EVENTS NOT TO BE CARRIED OUT

Fair, Public events. Sports events, Public auction, Cultural events, Religious event, Marriage and concert

3. PUBLIC PLACES NOT TO BE ATTENDED TO

Public beaches, Public garden, Children’s playground, National park and recreational activities

4. PREMISES THAT ARE AUTHORISED TO OPEN SUBJECT TO SPECIFIC MEASURES

Shopping malls, Hypermarkets, Supermarket, meat shop, food retail shops, magasins, hair saloons open on Monday to Saturday from 8 to 20 hrs
Banks open during normal bank hours
Quincailleries open up to 6 pm
Private Health Institutions, Courts, Bakeries, Shop of Opticien, Pharmacies, Petrol Stations, Port and airport businesses, Agro-chemical retail outlets, Restaurants/fast foods for delivery/takeaway only and schools for sitting of examinations only

5. EVENTS AUTHORISED TO BE CARRIED OUT

Agricultural and breeding activities, Fishing activities by registered fishermen only, Construction activities, funeral not more than 10 persons in attendance, civil marriages with not more than 10 persons in attendance, Horse racing in camera and online betting

6. PREVENTIVE AND SANITARY MEASURES

a) Access to all premises that are authorised to open subject to specific measures under No.4 above shall be granted only on presentation of National Identity Card or passport. All customers can only shop on allocated days as follows;

A-f (Monday and Thursday)
G-N (Tuesday and Friday)
O-Z (Wednesday and Saturday)

b) Commercial premises to arrange for social distancing outside and inside premises
c) Except Pharmacies and Petrol Stations all commercial premises shall remain closed on Sundays
d) All fresh products be pre-packed, pre-weighted and pre-priced
e) Operators of commercial premises to provide employees for masks, gloves and hand sanitizers
f) Each Person shall be allowed to use only 1 trolley
g) One-way system in commercial premises
h) Maximum of 30 minutes per customer inside commercial premises
i) Commercial premises to sanitise all trolleys or baskets
j) All persons accessing commercial premises must wear protective mask over his nose and mouth and operators to provide for sanitisers at entry and exit
k) Entry to person with high temperature, coughing or running nose to be refused
l) Body temperature of customer to be taken at entry
m) One customer per car to enter commercial premises except in the case of members of the same household
n) Minors not allowed in commercial premises
o) Commercial premises shall not be allowed to operate if breach any of the above
p) Social distancing markings of at least one meter on the floor
q) Every person shall strictly abide by this order

 

COVID 19 (Preventive and Sanitary Measures) Regulations 2021

1. Every person shall in any place wear a protective mask over his nose and mouth except in his ordinary place of residence and ensure that every child aged 5 and above in his company do same
2. In the following circumstances a person is not required to wear a protective mask: Where a person travels alone in a private vehicle or where the driver and every other passenger in the private vehicle live together in the same place of residence or in order to ascertain identity of a person or in course of employment, an activity does not require protective mask
3. Every person shall observe social and physical distancing except in his ordinary place of residence.
4. Social distancing of at least 1 meter
5. Employers shall ensure the observance of the social distancing regulations
6. Every employer shall at the place of work provide his employees hygience products and rubbish bins for disposal of waste.
7. Breach of this regulation is an offence liable to a fine not exceeding rs500,000/- and imprisonment not exceeding 5 years

 

THE ROAD TRAFFIC ACT

ROAD TRAFFIC (COVID 19 SANITARY MEASURE) REGULATIONS 2021

1. Transport operator shall ensure that every bus/taxi is properly cleaned on a daily basis prior to and after operation. Protective equipment mist be provided to personnel working on board. Body temperature checks of his crews before they board and markings are put in place to clearly indicate physical distancing. Also hand sanitizers should be available on board and as far as possible windows must be open.
2. Every passenger whilst being at any bust stop or taxi stand or on board must wear a protective mask over his nose and mouth and comply with social distancing measures.
3. No standing accommodation shall be allowed in a bus. Every passenger shall be subject to body temperature checks before boarding.
4. A taxi shall not accommodate more than 3 passengers with a maximum of 2 at the back.
5. No person without a Work Access Permit shall travel during 6 to 10 a, and 2.30 to 8 pm on week days.
6. Senior citizens shall be allowed to travel only on their allocated days unless they have Work Access Permit or travelling to avail himself of medical treatment
7. Minors are not allowed to travel by bus other than availing himself for medical treatment or sitting for examination
8. Buses shall operate on hours approved by the NLTA from 6 am to 10 am and from 2.30 to 8 pm
9. Any breach of the above is an offence liable to a fine not exceeding Rs50,000/- and to imprisonment not exceeding 2 years

 

LIGHT RAIL ACT 2019

LIGHT RAIL (COVID 19 SANITARY MEASURES) REGULATIONS 2021

1. Light rail operator shall ensure that the light rail premises are cleaned on a daily basis prior to and after operation and hand sanitizers are available on board. All light rail personnel must be provided with protective equipment. Body temperature checks must be done before boarding and social distancing measures should be strictly observed.
2. All passengers must wear protective mask over his mouth and nose and always comply with social distancing and sanitary measure.
3. No person shall be allowed to travel without a Work Access Permit from 6 to 10 am and 2.30 to 7 pm.
4. Senior citizen shall be allowed to travel only on allocated days only unless he avail himself of medical treatment.
5. Minors are not allowed to travel unless he avail himself of medical treatment or sitting for examinations
6. Light rail shall operate from 6 am to 10 am and 2.30 to 7 pm and at such other time as the NLTA determine
7. The Light Rail (Covid 19 Sanitary Measure) Regulations 2020 are revoked
8. Any breach of the above is an offence liable to a fine not exceeding Rs50,000/-
